Following is a list of major projects that BSI has undertaken. We believe that this list clearly illustrates our corporate experience in a wide spectrum of key areas, including decommissioning, remediation and environmental cleanup. The projects cited involved various and complex activities illustrate our extensive capabilities.

HGP Turbine Building Demolition

Firm fixed price contract to provide project management and engineering to support the demolition of the HGP Turbine Building and all associated systems. BSI is providing project management and engineering to support RW Rhine in the demolition of the HGP Turbine building to 15 feet below grade. This is a $6.5 Million fixed price contract. Work scope includes the removal of all contaminated and non-contaminated systems, including the turbine, condenser and steam system. Subsequent actions include the compaction and disposal of contaminated material, the backfill of the basement void, and the installation of a protective cap as the final "as-left" condition.

Conceptual & Detailed Design of 116-N-1 Crib Remediation

Hanford Nuclear Reservation, Richland, WA

Firm fixed price contract to provide radiological engineering support to Bechtel Hanford for the conceptual and detailed design of remediation of the 116-N-1 crib. BSI is providing radiological engineering and consulting to determine applicable technologies for the mitigation of airborne radioactivity risk during the excavation of high activity soils from the 116-N-1 discharge crib at the 100-NR site. Scope includes performance of a trade-off study comparing multiple techniques for the mitigation of airborne radioactivity and recommendations for selected concepts.

Final Status Survey of Personnel Training Center Facility

Plan, design, execute and report Final Status Survey of the Exelon PTC facility to support termination of Radioactive Materials License BSI is performing a Final Status Survey of the Exelon PTC facility to allow Exelon to request termination of the facilities Radioactive Materials License with the State of Illinois. BSI is performing all facets of the FSS process IAW MARSSIM protocols, including development of FSS plan, design of survey, designation of pre-survey classifications, Historical Site Assessment, data acquisition and reporting to demonstrate compliance with unrestricted release criteria.

Remediation of The Dow Chemical Company

TDCC Bay City Michigan Facility

BSI is providing decommissioning plan development, FSS planning and site closure expertise pertaining to the closure of the TDCC Bay City facility, including interface with regulatory agencies on behalf of TDCC. The facility contains soil and landfill contaminated with thorium slag. Responsible for regulatory interface to ensure effective review and approval of proposed plans. Developed methods and procedures for performing soil analysis using an onsite gamma spectroscopy system. Revised Site Health and Safety Plan and operational radiation protection procedures to improve efficiency. Provide the Radiation Safety Officer for the site and retain responsibility for operation radiation protection and final status survey of the facility.

Rocky Flats Kaiser-Hill Support

Rocky Flats Environmental Restoration Project

BSI is providing Final Survey/Characterization Engineering support to perform the following in support of Kaiser-Hill site remediation and closeout activities, review existing survey data for areas in question, review site building/soil remediation status, project goals, and regulatory commitments, determine which existing data is useable for characterization/FSS, prepare recommendations for additional characterization if necessary, prepare recommendations for building/soil disposition decisions, assist Kaiser-Hill staff in characterization, remediation, Final Status Survey and related tasks. Provided Subject Matter Expert independent review of Kaiser-Hill risk-assessment pertaining to plans to demolish plutonium contaminated building using open air methods.

Brookhaven National Laboratory Graphite Research Reactor Engineering Study

Brookhaven Graphite Research Reactor, Upton NY

BSI assisted Burns & Roe and BGRR with radiological input pertaining to the different decommissioning scenarios for the BGRR facility. These tasks include the performance of a Historical Site Assessment, determination of site release criteria, provide input to current continued Characterization effort, support integrated site de-construction walk-downs methods and sequence planning, evaluate final status survey approach and scope, estimate plan associated costs, support accident risk assessment and support final report generation.

Rocky Flats Building 771 Remediation Project

Rocky Flats Environmental Restoration Project

BSI is providing radiological engineering support at the direction of MACTEC in assisting with the decommissioning of the Building 771 facility located at the Rocky Flats site. Services include survey design, personnel oversight, application of operational radiological controls IAW site SOPs.

PUREX/B-Plant Roof Replacement Project

Hanford Nuclear Reservation, Richland WA

BSI provided Construction Management, Project Controls and field supervision for Randolph Sheet Metal on the PUREX/B-Plant Replacement Roof Project. Fluor Hanford Company awarded this $2.2M project to Randolph Sheet Metal. The project consisted the installation of a new roof structure over potentially contaminated roofs. This project team devised a new roof structure that did not disturb known contaminated areas with a cost effective replacement roof. The job was completed ahead of schedule and within budget.

Review of License Termination Plan Submittals of Nuclear Power Plants

Electric Power Research Institute (EPRI)

Provide a comprehensive report describing the methods used by the Trojan Nuclear Plant, Connecticut Yankee Atomic Power Company, and the Maine Yankee Atomic Power Company to satisfy new regulations and guidance in their respective License Termination Plans (LTP's). The LTP's are the primary utility planning document for the implementation of the decommissioning of the plants and contain detailed information on characterization, plant dismantlement and remediation, determining risk-based radiological release criteria, final site survey, and decommissioning cost estimates. The report provided an analysis of the methods proposed by the three utilities to assess their relative effectiveness.

Maine Yankee Decommissioning Project

Maine Yankee Atomic Power Station, Wiscasset, ME

BSI provides professional consulting services in support of License Termination Plan and Final Status Survey activities for the decommissioning of the Maine Yankee nuclear plant. BSI has and is continuing to assist Maine Yankee in crafting the policy, regulatory, and technical content of the LTP. Technical lead for LTP information pertaining to characterization, final site survey, and dose modeling/risk assessment in accordance with guidance in (MARSSIM).

Connecticut Yankee Decommissioning Project

Connecticut Yankee Atomic Power Station,
East Haddam, CT

BSI provides professional consulting services and expertise in support of License Termination Plan and Final Status Survey activities as requested by Connecticut Yankee. BSI has and is continuing to assist Connecticut Yankee with reviews and independent assessments of the License Termination Plan as well as scheduling of FSS activities, and radiation protection asset assessment.

Spent Fuel Pool Cleanup

Dresden & Quad Cities Nuclear Power Stations, IL.

Provide qualified technicians to support cleanup of spent fuel pool and support processing and packaging of high level and liquid radioactive waste at the direction of RWE NUKEM project management.

CH2M Hill Waste Treatment Project/Bechtel National, Inc.

Hanford Nuclear Reservation, Richland WA

Time & materials contract for providing Project Controls and Construction Engineering support for the Waste Treatment Project. BSI provided project control services in support of the rebaselining of the Waste Treatment project. Responsibilities included preparation of resource loaded Primavera schedules for the WTP. Additionally, BSI provided project engineering to support constructability reviews for the LAW facility designs and the procurement of the emergency sirens for the WTP site.

Plutonium Finishing Plant (PFP) Restart

Hanford Nuclear Reservation, Richland WA

Time and materials contract to provide project management services in support of the restart effort at the PFP. BSI provided project management and maintenance planning/scheduling services in the areas of operations and maintenance in support of the restart effort at the PFP. This project required a significant amount of facility specific knowledge and experience. The project manager was directly responsible for ensuring all operations and maintenance activities necessary for the restart were properly planned, scheduled and completed on time. This was a fast-track project designed to determine the final plutonium inventory in the facility and to begin preparations for deactivation of the plant.

Project Management Support for River Protection Project (RPP) Interim Stabilization Project

Hanford Nuclear Reservation, Richland WA

Provide full-time Operations and Engineering support to the Interim Stabilization (IS) Pumping project (Saltwell Pumping) for removal of liquid waste from aging Single Shell Waste tanks resulting in the minimization of the threat of release to the environment. BSI provided project management & systems engineering services with extensive Tank Farm experience to assist the IS Project Manager in providing technical support for the design, installation, operation, and maintenance of saltwell pumping systems. Responsibilities included providing oversight in areas of engineering, operations, project scheduling and work package planning. Team leader for the pumping optimization team was responsible for increasing saltwell pumping efficiency to improve overall project completion schedule and lower operating and maintenance costs. Other responsibilities included management and reduction of corrective maintenance backlog, and expedition of materials to support saltwell pumping start-up milestones. System engineers provided technical direction for operation, maintenance, and repair of systems and equipment, including design responsibility for upgrade and safety basis evaluations. Performed reviews and approvals of procedures for Interim Stabilization efforts in tank farms. Additionally, BSI provided work package planning necessary for equipment installation and maintenance. BSI was instrumental in assisting RPP in meeting and exceeding the stabilization pumping schedule goals.

Operations Interface for 101-SY Level Mitigation Project

Hanford Nuclear Reservation, Richland WA

Time and Materials contract to provide full-time Operations services and guidance in support of emergency pumping project necessary to mitigate waste growth issues associated with this tank. BSI provided project management with extensive Tank Farm Operational experience in providing support for technical issues related to the design, installation, operation, and maintenance of a state of the art above ground emergency pumping system. The project manager was responsible for the system operation through project completion, and development of Operations and Maintenance project plans. Additionally, BSI provided planning needed to support equipment installation and maintenance. The on-site superintendent was also responsible for ensuring that the systems and procedures passed a readiness assessment performed by the Department of Energy.

Engineering, Operations and Technical Support for Project W-521 Conceptual Design Review

Hanford Nuclear Reservation, Richland WA

Team member on fixed-price contract to provide operational and technical support services as well as project engineering services related to conceptual design activities for Phase 1 Waste Feed Delivery pumping programs (Project W-521). BSI provided Operations Lead to interface with the project team on technical issues related to the retrieval of dangerous radioactive tank waste at the Hanford Tank Farms. BSI was responsible for providing operations and maintenance input during design phases to ensure final operability, ease of construction, and minimum redesign of systems. Additionally, BSI provided design engineers to support pump and valve pit designs/modifications for new and existing pits. Design engineers also interfaced with the other groups on the team, providing an extensive background of Tank Farm Specific knowledge to the project to ensure new designs are compatible with existing systems and equipment.

Conduct of Operations, Assessment and Implementation

Hanford Nuclear Reservation, Richland WA

Time and materials contract to provide Conduct of Operations assessment support and assist with the implementation of corrective actions. BSI was contracted to provide Project Engineering services to perform a Conduct of Operations & Procedural Compliance assessments for external audits at the Waste Sampling & Characterization Facility. Upon completion of these assessments, BSI assisted in the development and implementation of a corrective action plan for deficiencies identified during the assessment. Part of this assignment was to ensure that the Integrated Safety Management System (ISMS) was integrated into the framework of current policies and procedures.

Operations and Maintenance (O&M) Concept Manual for Waste Feed Delivery (WFD) Project

Hanford Nuclear Reservation, Richland WA

Provide Project Management for the development of the WFD O&M Concept Manual. BSI provided full-time Project Management to provide operations and maintenance input in support of the development of the O&M concept & philosophy manual for the WFD organization within the RPP.

Project Management and Field Engineering Support for Pickering Site Restart

Pickering 1 Nuclear Station, Toronto, Ontario, Canada

Provided Project Management, Engineering Management, Planning and Scheduling support, and Field Engineering services in support of restart of Units 1, 2, 3, and 4 at the Pickering Site. BSI provided full-time Project Management responsible for the review and validation of the cost and schedule estimate for the largest restart project in North America. This required performing field walk-downs of work packages to identify and/or validate the scope of work associated with each unit. It also required interfacing with contractor and client management on a regular basis as well as overseeing the activities of the field validation team. BSI provided full-time management services for Planning and Scheduling and for Project Engineering as well as outage schedulers, project schedulers and procurement engineers in a staff augmentation capacity.

Project Management Support for Spent Nuclear Fuel Removal Program

BSI provides full-time Project Management responsible for activities in support of spent fuel and sludge removal activities at K-Basins. Responsible for oversight of staff and subcontractors for all phases of design, engineering, procurement, construction, and testing. Responsible for ensuring the project meets cost and schedule budgets and fulfils the intended scope of the client.

River Protection Project Tank Retrieval Program Facility Assessments

Hanford Nuclear Reservation, Richland WA

BSI provided full-time Project Management services responsible performing facility and equipment condition assessments to determine the extent of upgrades and repairs necessary to support Waste Feed Delivery operations to the RPP Privatization contractor. These activities required extensive Tank Farm knowledge and experience to ensure that the proper equipment was assessed and repairs identified to support aggressive pumping schedules in the Waste Feed Delivery Feed program.

Provide Project Management services in support of Project W-519 (Privatization Phase I Infrastructure Support). BSI provided full-time Project Management services in support of Project W-519 (Privatization Phase I Infrastructure Support), a $39 million project for Lockheed Martin Hanford Corp. Responsible for oversight of staff and subcontractors for all phases of engineering, procurement, construction, and testing. Responsible for ensuring the project met cost and schedule budgets and fulfilled the intended scope of the client.
